Paul Plagenz

President/CEO

Paul Plagenz is an accomplished development professional with a successful record of building long-term relationships with key individuals and organizations.

Paul grew up in Columbus Ohio, and received his Bachelor’s degree in Hospitality Management from Ohio State University 1991. He has continued his professional development through courses offered by the Association of Fundraising Professionals and the National Council on Foundations and earned a Masters of Community and Economic Development from Western Illinois University.

Prior to joining the Moline Regional Community Foundation, Paul led capital campaigns and endowment efforts for Western Illinois University-Quad Cities, the Quad City Symphony Orchestra and was the Vice-President of Development at Junior Achievement of the Heartland.

Starting in December 2019, Paul has served as the President and CEO of the Moline Regional Community Foundation. Founded in 1953, MRCF is a community foundation which receives and administers charitable gifts for citizens in a six-county region including Rock Island, Henry, Mercer, Henderson, and McDonough Counties in Illinois and Scott County in Iowa.

MRCF provides grants to health, human services, education, community development, arts and culture and other charitable organizations. Since inception more than $50 million has been awarded to local non-profits – who are providing vital services to those in-need, in our community.

In the community, Paul has served on the Ballet Quad Cities and the Mercado on Fifth Boards and is a resident of Rock Island. He has two adult daughters, one who resides in Chicago and the other Moline.

Victoria Rodgers

Finance & Grants Administrator

Tori Rodgers is a part-time financial professional with a multifaceted background.

Tori grew up in Moline and received her B.A. from Wheaton College (IL) in Business / Economics. Upon graduating, she spent the next 15 years in the Chicago-land in analytical roles at for-profit institutions.

In 2018, Tori and her family moved to the Quad Cities and in 2020 she joined the team at Moline Regional Community Foundation as a Financial Assistant. Tori enjoys assisting partner funds to help them understand their financials, so they can maximize the impact of their giving.

In her free time, Tori spends time with her family in various activities including kid’s events, dog walks, cooking, and reading.

Krisan Steiger

Goodness Advocate

Krisan Steiger has demonstrated dedication and versatility in her career, successfully managing three significant careers since 1974. She retired in 2018 from a leading engineering firm as a construction manager, only to embark on a new journey in the field of philanthropy. Her diverse career paths, spanning floral design, coaching NCAA III soccer, and managing construction projects for 50 years, serve as an inspiration to many. Krisan’s academic journey, which led her to attain a BA in Political Science with a minor in Women’s Studies from Augustana College in Rock Island, IL, has now culminated in her current role. She serves the community through the Moline Regional Community Foundation, where she assists as both a scholarship administrator and a news communications guide. Krisan’s journey at MRCF began in February 2019 in a data entry capacity, where she discovered her passion for giving to others. This passion has grown stronger with each passing year.

She is the Owner of Krisanthemums – “A Pretty Little Division” of Doll House INK, LLC, with a focus on bringing the magic of design to life, transforming the settings around you to enhance your enjoyment.

Krisan was born and raised in Davenport, Iowa. She lives in Milan, Illinois, with her husband Mark. They have a blended family of three sons, one daughter, a son-in-law, two grandchildren, and two cats.
